This series of seminars gives an introduction and overview to this important subject and is fully up to date with all developments. It explains how the housing revenue account, housing general fund and housing capital programme works and considers the threats and opportunities facing local authority housing including the implications of evolving government policies.

This seminar gives an introduction and overview to this important subject and is fully up to date with all developments. Service charges are an integral part of landlords’ work in financing value for money services and sustaining customer satisfaction. They have always been relatively complex but with increased financial challenges and legal and financial complexity there is an increased need to understand how service charging works.

We are holding seminars on ‘Developments in Local Authority Housing Finance’ in May 2020. This seminar looks in depth at current developments in local authority housing finance in England – especially the policies of the new government that was elected in December 2019.

The seminar will address the following questions:

  • What is the Political, Economic, Social and Technical Context?
  • What are the implications for local authority housing finance of the new government’s policies on housing and welfare?
  • How can councils address the housing crisis by developing new homes?
  • How can councils develop effective self-financed business plans?

Lifting the Lid on Local Government Finance

Local Government is going through a period of significant change, especially with austerity and devolution. Localisation of business rates is ongoing and revenue support grant is being phased out. There is uncertainty about local government finance because of the Fair Funding Review and ‘Brexit’. This is changing local government and how its finances are managed.

In the current climate of financial challenges and uncertainty, a working knowledge of local authority finance will put you and your colleagues in a position of advantage. However, what you really want to know is not only how local government finance is supposed to work but also how it REALLY WORKS in practice. This seminar will not be about theory but about behaviour and managing that behaviour to allow you to get the most out of your budget.
