The Housing and Regeneration Act 2008 sees the creation of the Homes and Communities Agency through a merger of English Partnership and the Housing Corporation with a key objective of increasing the scale and pace of new developments of affordable housing. The Agency will, by bringing together land and housing, and shifting from grant funding social housing to investing in infrastructure, support the regeneration and delivery of new social and affordable housing, both social and private, and deliver a strategic approach to regeneration.
A new Tenant Services Authority has been established as the regulator of social housing and which will set the framework within which additional housing is managed. The Act also provides the statutory basis for local authorities to leave the housing revenue account subsidy system.
