Welfare Reform and Housing Benefit in Scotland

The Government is introducing a series of controversial reforms to the welfare system, including housing benefits that are designed to reduce public expenditure, encourage people into work and to create a fairer system. Not everyone agrees!

This briefing paper summarises the existing system and the government's proposals.
