In May 2015 the Conservative Party fought the general election with a manifesto commitment to extend the 'right to buy' to tenants of housing associations funded by the sale of high value council homes. This policy was subsequently included in the Queen's speech and the government's legislative programme for 2015/16.

Update: These policies were included in the Housing & Planning Act 2016 but the relevant provisions had not been enacted by December 2017. At that time Sajid Javid, Secretary of State for Communities & Local Government said that they would not be implemented until April 2019.
