Paul Orrett

Paul Orrett is an experienced interim and consultant. A full member of the chartered Institute of Procurement and Supply (MCIPS) he also has a Masters in procurement law (LLM) and an MBA. Wider experience in research, regulation and consultancy comes from ten years at the Audit Commission and five years as Associate Director at Ecotec Consulting. Housing experience covers Councils and Associations, including Camden and Genesis. Projects include;

  • Procurement Consultant for a G15 housing provider - (33,000 properties) developing new and innovative procurement solutions whilst ensuring compliance;
  • Commercial and procurement manager - overseeing Camden Council’s decent homes commercial management team managing an annual programmer of £50million and procuring OJEU frameworks worth £500million;
  • Head of Procurement - establishing a new procurement unit for Royal College of General Practitioners to professionalise procurement and deliver savings;
  • Head of Policy and Communications - leading the strategy and marketing for London Area Procurement Network, a social housing procurement membership body; and
  • Director of Collaboration at the Local Government Association during the restructuring of the six local government bodies.

Paul is able to provide a complete range of Procurement support including:

  • Conducting OJEU procurement on your behalf, ensuring your procurement is efficient, compliant and provides best-value. Commercially experienced and legally qualified, Paul can produce your procurement documentation, lead your evaluation, prepare contracts for signature and ensure all EU directive notices are correctly issued. Paul is committed to knowledge transfer and will work with your team to develop their capacity and confidence.
  • Director/Head of Procurement support on an interim basis, either full-time or ‘retained’. Paul can establish your procurement function from scratch or modernise existing arrangements through staff development, process and system updates and restructuring.
  • Review part complete procurements and advise on corrective action.
  • Provide Category Management support, for example managing staff, creating a procurement and category management strategy, operate the service on an interim basis to reduce costs and ensure compliance with matters including the Bribery Act, EU directives and Modern Slavery Act.
  • Provide on or off-site training on procurement, the UK and EU Procurement legislation, preparing procurement documents including specifications, contracts and frameworks and NEC3 contracts.
