Decent Homes Funding Awarded To 46 Councils

This papersummarises the award of decent homes funding to local authorities that wasannounced in March 2011.

Housing MinisterGrant Shapps and the Coalition Government have stated (as have previousadministrations) that decent homes are an essential part of creating thriving andsustainable communities and are vital for the health and wellbeing of thoseliving in them.

In 1997 there were2.1 million houses owned by local authorities and housing associations that didnot meet the Decent Homes Standard. By the end of 2010, 92% of social housingmet the Decent Homes Standard of being warm and weatherproof with reasonablymodern facilities.

The 2010 SpendingReview settlement published on 20th October 2010, included the announcement of£2.1billion capital funding from 2011/12 to help deliver Decent Homes. Of this,£1.6billion was made available to Local Authority landlords (including those withstock managed by Arms-Length Management Organisations) to help tackle the backlogof homes that are not meeting the Decent Homes Standard, with the remaining£500million available to ‘gap’ fund existing stock transfers. This is less thanthe £8.9billion envisaged in the consultation paper issued by the previous governmentin July 2009.
