The Government is introducing a series of controversial reforms to the welfare system, including housing benefits that are designed to reduce public expenditure, encourage people into work and to create a fairer system. Not everyone agrees!

This briefing paper summarises the existing system and the government's proposals. It then looks at reaction to the proposals and the results of thee pilot projects and the implementation of the reforms to date.
